Artificial intelligence giant Anthropic has raised the alarm after discovering that foreign scientists repeatedly bypassed its security systems and used its powerful AI models to assist with the development of deadly biological weapons.
The disturbing cases included a scientist seeking help from Anthropic’s Claude chatbot with a project to engineer more harmful mutations of a dangerous virus.
Anthropic disclosed the incidents in a new threat intelligence report released Thursday.
In an alarming report, the company revealed that scientists operating from several countries where access to Anthropic’s models is blocked managed to evade those restrictions.
The scientists attempted to “obfuscate the purpose of their research to evade our safeguards,” according to Anthropic.
The company ultimately identified and shut down five cases involving suspicious biological research.
However, the revelation raises an alarming question: How many similar attempts have escaped detection?
Scientist Used Claude for Dangerous Virus Research
One of the most troubling cases emerged in May when a scientist used Claude while pursuing funding for research involving the chikungunya virus.
The mosquito-borne virus can cause fever and severe, debilitating joint pain.
According to Anthropic, the scientist asked Claude to help prepare an application for a state-sponsored grant to engineer more harmful mutations of the virus.
Anthropic believes the research was intended to take place at a military research institute.
Jacob Klein, Anthropic’s head of threat intelligence, acknowledged that the company could not establish precisely what the scientist ultimately intended to do with the enhanced pathogen.
“What we don’t know is if the research was meant to be weaponized,” Klein said.
“But a military institution doing gain-of-function research is concerning,” he added.
Gain-of-function research can involve altering organisms or pathogens to enhance particular biological capabilities.
The combination of a military research facility, a potentially more dangerous virus, and an AI system capable of assisting scientists immediately triggered alarm inside Anthropic.
Foreign Scientists Evaded Anthropic’s Safeguards
The chikungunya case was not isolated.
Anthropic documented four other incidents involving scientists who circumvented the company’s restrictions while pursuing suspicious biological research.
All of the accounts were eventually banned.
However, Anthropic could not conclusively determine whether the scientists were conducting legitimate research or attempting to develop biological weapons.
“You are not seeing someone in a comic book kind of way say, ‘Hey, I want to build a biological weapon to kill everybody,’” Klein said
“It’s an incredibly nuanced situation.”
That ambiguity presents a serious problem for AI companies attempting to police increasingly powerful models.
A scientist seeking to create a biological weapon does not need to explicitly tell an AI chatbot what the ultimate objective is.
Instead, individual requests can potentially be disguised as ordinary scientific work while contributing to a much more dangerous project.
AI Safeguards Were Circumvented
The revelations also expose a glaring weakness in the industry’s assurances that increasingly powerful AI systems can be safely controlled.
Anthropic says it detected the suspicious activity and eventually stopped it.
But the scientists had already managed to bypass restrictions designed to prevent exactly this kind of misuse.
The company acknowledged that the researchers deliberately concealed what they were doing to defeat its safeguards.
Anthropic CEO Dario Amodei has repeatedly warned that advanced AI could dramatically increase biological threats.
Earlier this year, Amodei argued that stronger safeguards, legislation, and international cooperation would be necessary to prevent AI systems from assisting people attempting to create biological weapons.
Yet Anthropic’s own findings show that determined users are already testing those defenses.
The disclosure comes as the company faces growing scrutiny over the dangers posed by the technology it is racing to develop.
Former Anthropic researcher Jacob Coxon recently quit the company and warned that the people building advanced AI privately fear the technology could ultimately wipe out humanity.
“The people building AI earnestly believe that it could kill us all by the end of the decade,” Coxon warned.
Now Anthropic is revealing that foreign scientists are already exploiting frontier AI for potentially dangerous biological research.
Expert Calls Findings ‘Chilling’
Andrew Weber, a senior fellow at the Council on Strategic Risks who reviewed Anthropic’s findings before publication, warned that the incidents should be taken extremely seriously.
Weber described the cases as “chilling examples of state-sponsored biological weapons developers tapping into the rapidly advancing capabilities” of frontier AI models.
Anthropic itself stopped short of definitively labeling the scientists biological weapons developers because it could not establish their ultimate intentions.
Nevertheless, the pattern was concerning enough for the company to terminate every account involved.
The incidents demonstrate how quickly the biological threat posed by AI could evolve as models become increasingly capable.
Today’s systems may still have limitations in assisting sophisticated biological research.
But those limitations are rapidly changing as AI companies pour billions of dollars into making their models more intelligent and autonomous.
AI Arms Race Raises New Alarm
The nightmare scenario long discussed by AI researchers is no longer limited to a rogue machine independently deciding to harm humanity.
Advanced AI can also place capabilities once restricted to highly trained specialists within reach of a much larger number of people, including hostile foreign actors.
Anthropic’s report suggests that process may already be underway.
Foreign scientists circumvented geographical restrictions, concealed the true nature of their work, and successfully interacted with AI systems while pursuing potentially dangerous biological research.
Anthropic caught these five cases.
There is no guarantee that every attempt will be detected.
And as frontier AI becomes dramatically more capable, the consequences of one failure could become increasingly catastrophic.
The warnings about AI-assisted biological weapons have moved beyond theoretical predictions.
Scientists connected to foreign research operations are already probing the systems and looking for ways around the guardrails designed to stop them.
