Federal Communications Commission (FCC) Chairman Brendan Carr says the agency could soon issue guidance warning broadcast networks about airing “fake polls” that could be used to suppress voters ahead of the midterm elections.

Carr said broadcasters operate under a fundamentally different set of obligations from cable networks and online platforms because they use federally licensed public airwaves.

“The one thing that President Donald Trump gets, fundamentally, is that broadcast TV is completely different than other forms of distribution, including cable,” Carr said Sunday.

“And so many broadcasters right now, they [want to] break the deal that they cut with the American people,” Carr continued.

“They get billions of dollars in taxpayer, effectively, subsidized distribution.

“And what they’re supposed to do in exchange is operate in the public interest, not some sort of narrow partisan interest.”

Carr Warns About ‘Fake Polls’ Ahead of Midterms

Carr said the FCC is examining several potential actions involving broadcasters, specifically pointing to concerns about polling presented to television audiences.

“I think President Trump is over the target, and we’re looking at a lot of actions,” Carr said.

“For instance, there’s a lot of interest right now in fake polls that are out there,” he continued.

“And so the FCC may put guidance out soon to remind broadcasters about their obligations with respect to not airing fake polls, particularly if they’re done to suppress people heading into the fall.”

Carr’s warning comes as Trump has intensified his criticism of broadcast networks over what he says is inaccurate and politically motivated coverage carried over public airwaves.

Trump Threatens FCC Action Against NBC’s Kristen Welker

The latest clash erupted after NBC News host Kristen Welker discussed Trump’s endorsement record during an August 30 segment.

“He, of course, has endorsed a slate of candidates in the primaries,” Welker said.

“He’s had some mixed results, but most recently, his pick of Senator Darline Graham, of course, the sister of the late Senator Lindsey Graham, was successful in her primary battle.”

Trump fired back on Truth Social, disputing Welker’s characterization of his endorsement record.

“Kristen Welker, the Unpopular ‘Hostess’ of the once great Meet the Press, now considered Meet the Fake Press, just stated that Donald Trump has ‘mixed results’ on his Endorsements of Candidates,” Trump wrote.

Trump pointed to his record of successful endorsements, including his backing of Sen. Darline Graham (R-SC).

“How can anyone be allowed to say this, working for freely given Public Airwaves?” Trump wrote.

“Results are attached.

“Because of this purposeful inaccuracy, she will be reported to the FCC for rebuke or punishment.”

NBC News defended Welker following Trump’s criticism.

“Kristen is one of the best in the business, and we stand by her,” an NBC News spokesperson said.

Broadcast Networks Face Public-Interest Obligations

Carr’s comments underscore the distinction at the center of Trump’s longstanding battle with the legacy broadcast networks.

Unlike cable channels and online outlets, broadcast stations operate using spectrum licensed by the federal government and are required to serve the public interest.

Carr argued that broadcasters cannot enjoy the benefits associated with that arrangement while treating their platforms as vehicles for partisan interests.

His warning about polling raises the prospect of the FCC formally reminding broadcasters of those obligations as Americans prepare to vote in the midterms.

The chairman specifically identified polling intended to suppress participation as an area of concern.

FCC Democrat Pushes Back

FCC Commissioner Anna Gomez rejected the suggestion that the agency should punish journalists over coverage disliked by the administration.

“As I’ve said many times, the FCC has no authority to punish journalists this administration doesn’t like,” Gomez wrote on X.

“These threats to press freedom are dangerous,” she continued.

“They undermine the foundation of our democracy, and they have no place in it.”

Carr, however, framed the issue around the obligations imposed on federally licensed broadcasters rather than the rules governing the press generally.

With the midterms approaching, the dispute now goes beyond Trump’s latest battle with NBC.

If Carr follows through, broadcasters could soon receive formal FCC guidance reminding them that their use of the public airwaves comes with obligations, including when they put political polling in front of American voters.
