The United States has experienced an extraordinary reversal in migration under President Donald Trump, with new Census Bureau survey data indicating that the foreign-born population has fallen by nearly 3 million since he returned to the White House.
An analysis of the Census Bureau’s Current Population Survey by the Center for Immigration Studies (CIS) found that the foreign-born population declined by 2.9 million between January 2025 and July 2026.
The shift follows an estimated 8.3 million increase during the previous four years amid the post-pandemic border surge under former President Joe Biden.
“The huge recent decline in the foreign-born population indicates that net migration to the United States was negative in the last year and a half for the first time since the 1930s,” CIS said.
The foreign-born category includes naturalized citizens, lawful permanent residents, long-term temporary visitors, and illegal immigrants, meaning the overall decline cannot simply be equated with deportations.
But CIS estimates that the illegal immigrant population itself has fallen substantially, from 15.8 million in January 2025 to 13.5 million in July 2026, a decline of approximately 2.3 million.
Trump Border Crackdown Reverses Biden-Era Surge
The dramatic shift comes as the Trump administration combines mass deportations with much tighter enforcement at the southern border.
Trump campaigned heavily on ending the border crisis that developed under Biden and reinstating enforcement of federal immigration law.
“I closed our border,” Trump told British outlet GB News on Thursday.
“We haven’t had a person come in illegally into our country through the southern border in 17 months now…
“Nobody gets in — and you could do the same thing, and so could Spain.”
Federal border statistics show a dramatic collapse in encounters since Trump returned to office.
During fiscal year 2023 under Biden, Customs and Border Protection recorded nearly 2.5 million encounters at the southwest border. Approximately 270,000 occurred in September 2023 alone.
In February 2025, Trump’s first full month back in office, the monthly figure had fallen to roughly 11,700.
The administration also ended the widespread use of “catch and release,” under which migrants apprehended after illegally entering the country could be released into the United States while awaiting immigration proceedings.
DHS Touts 15 Straight Months of ‘Zero Releases’
The Department of Homeland Security announced in August that the administration had recorded 15 consecutive months of “zero releases” at the border.
“Again this month, the results are clear: President Trump’s border security agenda is restoring order and putting the safety of the American people first,” Homeland Security Secretary Markwayne Mullin said.
“DHS remains focused on enforcing our immigration laws, securing the border, and ensuring those who enter our country illegally are removed swiftly,” Mullin continued.
“Thanks to the strong leadership of President Trump, we have the most secure border in history.”
The administration’s enforcement strategy is also aimed at encouraging illegal immigrants already inside the country to leave voluntarily rather than wait to be arrested and deported.
Combined with formal removals, those departures appear to be contributing to the substantial decline in the illegal immigrant population estimated by CIS.
Net Migration Turns Negative
Perhaps the most striking finding is what the population decline suggests about the broader direction of migration.
For decades, immigration has added to the U.S. population even as administrations changed and enforcement policies shifted.
CIS now says the Census survey indicates that pattern has reversed, with more foreign-born people leaving the United States than arriving.
“Since January 2025, when President Trump took office, the government’s monthly household survey, officially called the Current Population Survey (CPS), shows an unprecedented 2.9 million decline in the foreign-born population — naturalized citizens, lawful permanent residents, long-term temporary visitors, and illegal immigrants,” CIS reported.
If its analysis is correct, the United States has experienced negative net migration for the first time since the 1930s.
The turnaround is particularly dramatic when compared with the preceding four years.
Instead of millions being added to the country’s foreign-born population amid record border encounters, the total is now moving sharply in the opposite direction.
Trump Delivers on Signature Campaign Promise
Border security and mass deportation were among Trump’s defining promises during his campaign to return to the White House.
The latest figures suggest those policies have produced a fundamental shift in American migration patterns.
Southwest border encounters have plummeted from their Biden-era highs.
Catch and release has been shut down.
DHS says border releases have remained at zero for more than a year.
Deportations and voluntary departures are reducing the illegal alien population already inside the country.
The administration has also presided over a historic decline in violent crime, including a murder rate that has fallen to its lowest level in more than a century.
The CIS figures do not establish how much immigration enforcement contributed to that crime decline, but they demonstrate the scale of the transformation underway at the border and inside the country.
Trump promised voters that a change in administration could bring the border under control and reverse the unprecedented migration surge of the Biden years.
Less than two years into his second term, the numbers show just how dramatically the trajectory has changed.
