The Bank for International Settlements (BIS) warned that the massive surge in artificial intelligence investment could end in a stock market crash and recession if the technology fails to deliver returns large enough to justify the spending.
The Switzerland-based institution, which serves as a coordinating body for central banks around the world, issued the warning in its annual report.
The BIS said intense competition among leading AI companies may have driven investment to excessive levels.
That could leave the sector vulnerable if revenue and productivity gains fall short of expectations.
“The race to capture market share may have led to overinvestment,” BIS General Manager Pablo Hernández de Cos said.
“This could leave the sector more vulnerable if AI underdelivers, possibly bringing the current investment boom to an abrupt end,” he added.
AI Spending Expected to Top $1 Trillion
The warning comes as the world’s largest technology companies pour enormous sums into AI infrastructure.
The five largest hyperscalers are expected to spend more than $1 trillion on AI-related capital expenditures in 2025 and 2026, according to The Wall Street Journal.
Those investments include data centers, chips, cloud infrastructure, power systems, and other hardware needed to train and run advanced AI models.
The BIS compared the current AI spending surge to previous technology booms that ended in severe downturns.
The report cited canal construction in the 1830s, British railways in the 1840s, electrification in the late 1920s, and the dot-com boom of the late 1990s.
Each of those investment manias eventually reversed and triggered broader economic damage.
The BIS warned that a major correction in AI-linked stocks could have especially serious consequences today.
Households now have greater exposure to equities relative to total wealth and income than in past decades.
That means a sharp drop in valuations could hit consumer spending harder than previous market downturns of similar size.
Debt-Fueled AI Boom Raises New Risks
The report also raised concerns about how the AI boom is being financed.
Early AI development was largely funded internally by major technology companies.
However, investment plans have grown so large that companies are increasingly relying on debt and complex financing structures.
The BIS warned about so-called circular financing arrangements that combine equity, debt, and supplier-client contracts.
Such deals can involve chipmakers and hyperscalers investing in AI labs that then commit to long-term purchases of chips or computing power.
The terms of those arrangements are often poorly disclosed, the BIS said.
The report warned that the same asset could potentially be pledged multiple times, creating hidden risks across the system.
If hyperscalers slow their capital spending, companies across the AI supply chain could struggle to service their debt, the BIS warned.
That could turn a slowdown in AI investment into a broader financial problem.
Central Banks Urged to Watch Carefully
Hernández de Cos declined to prescribe a specific central bank response to the AI investment surge.
According to CNBC, he indicated that any attempt to dictate a firm policy course at this stage would be ill-advised.
The BIS warning adds to growing concern that Wall Street’s AI enthusiasm may be running ahead of the technology’s near-term economic value.
Supporters argue that AI will transform productivity, automate major parts of the economy, and justify the enormous infrastructure spending now underway.
Skeptics warn that the sector is being priced for perfection before companies have proven that AI can generate profits at the scale investors expect.
The BIS is not saying the AI boom will necessarily collapse.
But BIS is warning that if the spending surge fails to produce the promised returns, the fallout may not stay contained inside Silicon Valley.
It could spill into markets, household wealth, corporate debt, and the wider economy.
