Meta CEO Mark Zuckerberg’s radical plan to replace thousands of human employees with artificial intelligence has spectacularly backfired after the technology failed to deliver what executives expected.

In May, Meta eliminated roughly 10% of its global workforce, affecting almost 8,000 employees as Zuckerberg pushed ahead with his vision of an AI-driven company requiring far fewer human workers.

Behind the scenes, however, the ambitions were far more extreme.

Meta executives developed a plan known internally as “Project Organization Transformation,” or “Project OT,” which envisioned AI agents taking over work performed by thousands of employees.

According to Reuters, some scenarios involved slashing individual teams by as much as 60%.

But the technology couldn’t live up to the hype.

A planned second wave of layoffs was abandoned as Meta discovered that replacing huge numbers of employees with AI was nowhere near as straightforward as executives had anticipated.

Meta’s AI ‘Transformation’ Runs into Reality

Project OT was designed around the expectation that increasingly capable AI agents could absorb substantial portions of work currently performed by humans.

Instead, Zuckerberg acknowledged in July that development of AI agents was moving significantly slower than he had expected.

Meta employees were simultaneously forced to deal with another consequence of the company’s AI push.

According to Reuters, workers were “firefighting” a surge in technical and security incidents linked to AI-generated code.

The problems emerged as Meta poured extraordinary sums into its AI ambitions.

Zuckerberg acknowledged that the layoffs were intended in part to free up money for the company’s rapidly expanding capital expenditures.

Meta nevertheless increased its projected 2026 spending to as much as $145 billion, even as its cash flow plunged.

The result left Meta cutting thousands of human employees while spending enormous sums pursuing AI systems that were not advancing as quickly as Zuckerberg anticipated.

Mass Layoffs Triggered Employee Revolt

The May layoffs also produced a major backlash inside the company.

A lawsuit filed by 26 employees accused Meta of using an internal AI system to identify workers for termination and disproportionately targeting employees with disabilities.

The firings also hammered morale.

Angry employees erupted on Meta’s internal message boards, including in profanity-laced messages, as workers grappled with the sweeping cuts and uncertainty surrounding their jobs.

Zuckerberg responded to the deteriorating atmosphere by promising employees better snacks and more hackathons.

At the same time, Meta faced another controversy over an effort to install surveillance software on employees’ computers.

The program was intended to collect information about what workers typed and clicked so the company could use the activity to train AI.

The effort drew fierce criticism as Meta simultaneously pursued plans to automate more of the work those employees were performing.

Plan to Cut Teams by 60% Scrapped

Meta acknowledged that Project OT considered scenarios in which some teams could be reduced by as much as 60%.

But after examining those possibilities, the company backed away.

“Ultimately, we didn’t move forward with every scenario from the exercise — and it was never assumed we would,” Meta told Reuters.

The retreat marks a major setback for Zuckerberg’s push toward an “AI-native” workforce.

Meta had already eliminated almost 8,000 jobs while executives explored whether artificial intelligence could enable substantially deeper cuts.

Instead, the company found itself dealing with slower-than-expected AI development, technical and security problems involving AI-generated code, plunging employee morale, and enormous spending requirements.

AI Revolution Fails to Eliminate the Humans

Zuckerberg has repeatedly presented AI as a transformative technology capable of fundamentally changing how Meta operates.

Project OT put that theory to the test.

The company examined eliminating huge portions of its workforce and allowing AI agents to take over their responsibilities.

But when executives confronted what the technology could actually accomplish, the more aggressive cuts were abandoned.

Zuckerberg has now promised employees there will be no additional company-wide layoffs this year, although workers are still anticipating future performance-based job cuts.

For the thousands of employees already eliminated, however, that reprieve comes too late.

Meta spent months preparing for a future in which AI could replace large numbers of human workers.

Instead, Zuckerberg’s company discovered that it still needs the humans.
