A sweeping new inquiry into Britain’s notorious grooming gang scandal is renewing scrutiny of decades of child sexual exploitation and the repeated failure of authorities to protect vulnerable girls.
The Rape Gang Inquiry, led by survivor Sammy Woodhouse and former MP Rupert Lowe, examined organized groups accused of targeting children across the United Kingdom.
The report argues that predominantly Pakistani Muslim gangs were responsible for a significant portion of the group-based child sexual exploitation cases it examined, while police, social services, and other institutions repeatedly failed victims.
Frontlines TPUSA highlighted the findings in a video released Tuesday, arguing that the scandal should serve as a warning about what happens when institutions fail to confront uncomfortable realities while children remain at risk.
Inquiry Examines Backgrounds of Convicted Offenders
The inquiry found that roughly 87% of convicted offenders in the group-based child sexual exploitation cases it analyzed had “distinctively Muslim names.”
The figure applies specifically to the collection of group-based exploitation cases examined by the inquiry and does not mean Muslims were responsible for 87% of sexual offenses across Britain.
The report argues that authorities failed for years to adequately confront potential cultural and religious factors surrounding some perpetrators.
Its broader conclusions regarding religion and culture have generated controversy and are separate from the findings of Britain’s official government investigations.
The issue of ethnicity, religion, and culture is now expected to receive further examination through Britain’s statutory Independent Inquiry into Grooming Gangs, which was formally launched in April.
Survivor: ‘We Was Going Up Against the Entire System’
Woodhouse, one of Britain’s most prominent grooming gang survivors, has described being sexually exploited as a teenager in Rotherham.
She has accused authorities of possessing extensive information about perpetrators, victims, vehicles, locations, and trafficking methods while failing to intervene effectively to protect children.
In the Frontlines TPUSA video, Woodhouse recalled an encounter with police when she was 15 years old and had been reported missing.
“The police raided a property, and I was half naked in bed with him,” Woodhouse said.
“They actually arrested me and not him.”
Woodhouse said her abuser was allowed to walk free despite authorities possessing extensive information about the gang and its activities.
“We wasn’t just going up against him and his gang,” she said.
“We was going up against the entire system.”
The inquiry argues that such failures extended beyond individual police officers to social services, local authorities, and other institutions responsible for safeguarding vulnerable children.
TPUSA Warns America to Pay Attention
Frontlines TPUSA said the scandal should not be viewed solely as a British problem.
The organization is arguing that the institutional failures exposed by the inquiry carry lessons for the United States.
“This isn’t only Britain’s warning,” Frontlines TPUSA said.
“America should be paying attention.
“When institutions become more afraid of controversy than of failing children, the consequences can be catastrophic.”

The latest inquiry comes as Britain conducts its separate government-backed investigation into grooming gangs.
The statutory inquiry is expected to examine the institutional failures that left children vulnerable while also considering the role that ethnicity, religion, and culture may have played.
For survivors who have spent years demanding accountability, the investigations are placing renewed pressure on authorities to explain how organized groups were able to exploit vulnerable girls while the institutions charged with protecting them repeatedly failed to stop the abuse.
The central question is no longer simply how the gangs were able to operate for so long, but why authorities with responsibility for protecting children repeatedly failed to intervene.
