Spain has deployed troops to the Spanish enclave of Ceuta after nearly 50,000 African migrants crossed into the territory by land and sea in just 24 hours, marking what is believed to be the largest single-day illegal immigration influx in European Union history.
Spain’s Interior Ministry estimated that approximately 49,000 migrants, mostly military-aged men, entered the tiny enclave, which has a permanent population of roughly 84,000.
Video from the scene showed thousands of migrants swimming toward Ceuta’s shoreline while others rushed across the land border with Morocco, overwhelming Spanish border security.
Authorities said at least 18 people died during the crossing.

Spain Deploys Military as European Leaders Sound Alarm
Spain’s socialist Prime Minister Pedro Sánchez ordered the military to Ceuta to help restore order and announced he would travel to the territory on Friday.
The unprecedented influx has sparked concern across Europe that migrants entering Ceuta could eventually gain access to the Schengen Area if granted legal status under Sánchez’s immigration policies.
Italian Prime Minister Giorgia Meloni sharply criticized Spain’s handling of the crisis, calling the situation a threat to European security.
“The images coming from Ceuta are striking and demonstrate, once again, that uncontrolled illegal immigration poses a concrete threat to the security of Europe’s borders,” Meloni said.
“Italy will not stand by and watch.
“We are prepared to intervene to defend the borders and safety of citizens, including suspending the Schengen Area with Spain.”
Even during the height of Europe’s 2015 migrant crisis, the European Union recorded approximately 11,000 migrant arrivals on its busiest day, less than one-quarter of the number reported in Ceuta this week.
Court Ruling Opened New Route Into Ceuta
The surge comes weeks after Spain’s Supreme Court ruled that migrants intercepted at sea while attempting to reach Ceuta or the nearby enclave of Melilla could no longer be immediately returned to Morocco.
The court held that expedited “hot returns” could only be used against migrants attempting to cross the land border.
The ruling effectively created a different legal framework for migrants arriving by sea, prompting concerns that smugglers and migrants would exploit the route.
Ceuta and Melilla are the European Union’s only territories with land borders on the African continent, making them key entry points for migrants seeking access to Europe.
Morocco’s Role Faces New Scrutiny
Questions have also emerged over Morocco’s role in the unprecedented migration surge.
Haizam Amirah Fernández, director of the Centre for Contemporary Arab Studies in Madrid, argued that such a large movement of people could not have occurred without Moroccan authorities being aware of it.
“The displacement of such a large number of people from Morocco to Ceuta could not have taken place without the Moroccan authorities knowing about it in advance or without them allowing such a phenomenon to occur,” Fernández wrote.
Relations between Madrid and Rabat have reportedly become increasingly strained following Spain’s closer energy ties with Algeria, Morocco’s regional rival.
France Tightens Border Controls
France responded by strengthening security along its border with Spain.
French Interior Minister Laurent Nuñez said authorities were immediately increasing inspections and deploying the country’s Rapid Reaction Border Force.
“In light of the situation in the Ceuta enclave, I issued instructions last night to immediately step up checks at the Spanish border,” Nuñez wrote.
“I am also deploying the Rapid Reaction Border Force to conduct in-depth checks.”
European governments also retain the ability to temporarily reinstate border controls under Schengen rules on national security grounds.
Sánchez Faces Mounting Political Pressure
The migration surge comes months after Sánchez granted legal residency to approximately 500,000 migrants under an amnesty program he described as an “act of justice.”
The deal will open up the socialist nation’s taxpayer-funded “free” services and benefits to all who apply.
Legal residency in Spain will also grant migrants access to roam freely through all EU member nations.
The policy has drawn criticism from conservative leaders across Europe, who argue it has encouraged illegal migration.
European People’s Party President Manfred Weber called for existing migrant return rules to be fully enforced.
France’s National Rally President Jordan Bardella warned that Spain’s immigration policies were opening Europe to increased security risks.
“For several days now, thousands of migrants have been flooding into the Ceuta enclave,” Bardella said.
“Tomorrow, they will be on our streets, against the will of the French people.”
Spain’s Vox Party leader Santiago Abascal described the scenes as an “invasion.”
“Pedro Sánchez is its main promoter and guilty of all its consequences,” Abascal wrote on X.
