Outgoing Director of National Intelligence (DNI) Tulsi Gabbard has unveiled explosive new intelligence revealing that U.S. taxpayer dollars funded a vast network of biological laboratories around the world, including facilities in Ukraine that officials previously dismissed or denied existed.
The disclosure comes after months of reviewing intelligence records and is reigniting concerns about dangerous pathogen research, government secrecy, and the true scope of America’s involvement in overseas biolabs.
According to the Office of the Director of National Intelligence (ODNI), approximately 120 biolabs across 30 countries received U.S. government funding, with some facilities reportedly handling highly dangerous pathogens and conducting controversial gain-of-function research.
Intelligence Files Reveal Global Biolab Network
In a statement accompanying the release of the documents, the ODNI said several of the laboratories are located in Ukraine, where ongoing conflict with Russia has raised concerns about the security of sensitive biological materials.
“These biolabs include labs in Ukraine, which may be at risk of compromise due to the ongoing Russia-Ukraine war,” the ODNI stated.
The agency noted that intelligence assessments previously warned that at least one U.S.-funded laboratory in Ukraine housed dangerous pathogens and remained vulnerable to Russian attack, seizure, or damage.
The newly released information marks one of the most extensive public disclosures to date regarding U.S.-funded biological research facilities operating overseas.
Gabbard Accuses Powerful Figures of Concealing the Truth
Perhaps the most explosive allegation in the report is the claim that information about the existence, funding, and operations of these laboratories was deliberately withheld from the American public.
“Until now, evidence regarding the full existence and funding of these laboratories had been knowingly withheld from the American people,” the ODNI stated.
“The information surrounding the existence, history, locations, and funding of these U.S.-funded biolabs has been intentionally covered up by powerful people falsely claiming that they do not exist and accusing anyone who says otherwise to be foreign assets and traitors to America.
“Many of these U.S. government-funded biolabs are currently or have previously engaged in research using hazardous and highly contagious pathogens, in some cases to include dangerous Gain-of-Function research, with very little visibility or oversight.”
The statement further warned that many of the facilities have conducted dangerous secret research, hidden from public view for years.
Renewed Scrutiny on Gain-of-Function Research
The revelations are likely to intensify debate surrounding gain-of-function research, which involves modifying pathogens to study how they might become more infectious or dangerous.
The issue has remained a flashpoint since the pandemic, with critics arguing that risky biological research may have contributed to one of the most devastating global health crises in modern history.
President Donald Trump moved earlier this year to halt federal funding for gain-of-function research overseas, signing Executive Order 14292 on May 25, 2025.
According to the ODNI, the administration viewed the research as posing a potentially catastrophic threat to public health.
“President Trump understands the serious threat dangerous Gain-of-Function research poses to the American people,” the agency stated.
Fauci, Biden Officials Accused of Misleading Americans
Gabbard also leveled sharp criticism at public health officials and members of the previous administration, accusing them of misleading the public about the existence of U.S.-funded biolabs.
“Despite the obvious potential for catastrophic global impact research on dangerous pathogens in biolabs can have, politicians, so-called health professionals like Dr. Fauci, and entities within the Biden administration’s national security team lied to the American people about the existence of U.S.-funded and supported biolabs, and threatened those who attempted to expose the truth,” Gabbard said.
She pledged that the intelligence community will continue investigating the laboratories and identifying what pathogens are being stored and studied at facilities around the world.

The disclosure comes just one day after new documents released by Sen. Rand Paul (R-KY) allegedly showed that Dr. Anthony Fauci maintained ties to intelligence agencies during debates surrounding the origins of COVID-19.
According to reports, some of the laboratories identified in the newly released intelligence documents have engaged in, or continue to engage in, gain-of-function research.
New Intelligence Directive Issued
In response to the findings, Gabbard has issued new guidance directing the Intelligence Community to increase surveillance and data collection regarding foreign biological laboratories and research facilities.
The effort is aimed at identifying where dangerous pathogens are being stored, what research is taking place, and whether additional risks exist that could threaten public health or national security.
For those who spent years warning about overseas biolabs, the disclosure represents a dramatic vindication.
