Director of National Intelligence Tulsi Gabbard on Friday declassified intelligence detailing a network of biological laboratories in Ukraine, renewing scrutiny of U.S.-backed research programs that became the subject of fierce political controversy during the early stages of the Russia-Ukraine war.

The newly released documents identify dozens of laboratories across Ukraine, including facilities that housed dangerous pathogens and participated in research projects supported through U.S. government programs.

The disclosure comes more than four years after Gabbard faced intense criticism for raising concerns about the security of biological research facilities in Ukraine, with opponents accusing her at the time of amplifying Russian propaganda.

Documents Detail Network of Ukrainian Biolabs

According to the declassified intelligence, at least two dozen biological laboratories operated across Ukraine, with several designated as Biosafety Level 3 facilities, one tier below the highest level of containment.

Among the facilities highlighted in the documents is a laboratory in Odesa that reportedly stored pathogens originating from the former Soviet Union’s biological weapons program.

The documents indicate that stored pathogens included anthrax, tularemia, tuberculosis, swine fever, Newcastle disease, MERS, SARS, Marburg virus, Ebola, Lassa fever, plague, and Rickettsia.

Another facility in Kharkiv reportedly experienced biosafety concerns involving Brucella bacteria prior to Russia’s invasion.

“The Institute of Experimental and Clinical Veterinary Medicine (IECVM) in Kharkiv probably houses at least some dangerous pathogens and almost certainly remains vulnerable to long-standing Russian information operations, seizure or damage,” one intelligence assessment states.

The documents reveal that approximately 40 Ukrainian laboratories received funding through the Pentagon’s Biological Threat Reduction Program (BTRP), an initiative established to secure former Soviet biological materials and redirect former weapons scientists toward civilian research.

The intelligence also shows that the United States helped construct new laboratory facilities in Ukraine as part of those efforts.

Questions Raised About Gain-of-Function Research

One of the most significant revelations involves research projects that intelligence documents indicate included gain-of-function experiments.

Gain-of-function research involves modifying pathogens to study how they might become more transmissible or deadly.

Supporters argue such research can improve preparedness against future outbreaks, while critics warn it carries significant risks if accidents occur or findings are misused.

The documents show that some laboratories possessed permits to handle what officials described as “especially dangerous pathogens.”

One research initiative reportedly involved highly pathogenic avian influenza, a virus known for its elevated mortality rate in humans.

Gabbard’s office characterized portions of the work as “supposed public health initiatives” while announcing new intelligence directives aimed at increasing scrutiny of overseas biological laboratories.

“Despite the obvious potential for catastrophic global impact research on dangerous pathogens in biolabs can have, politicians, so-called health professionals like Dr. Fauci, and entities within the Biden administration’s national security team lied to the American people about the existence of U.S.-funded and supported biolabs, and threatened those who attempted to expose the truth,” Gabbard said.

“ODNI will continue to work closely with partners across the government to identify where these labs are, what pathogens they contain to end dangerous Gain-of-Function research that threatens the health and wellbeing of the American people and people around the world.”

Reignited 2022 Controversy

The release of the documents is likely to reignite controversy over comments Gabbard made in March 2022, shortly after Russia invaded Ukraine.

At the time, Gabbard warned about the risks posed by biological research facilities located in an active war zone and called for steps to secure dangerous materials.

Her remarks sparked intense backlash from political opponents and some national security officials.

Former Sen. Mitt Romney (R-UT) famously condemned her comments as “treasonous lies.”

However, days before Gabbard’s remarks, then-Under Secretary of State for Political Affairs Victoria Nuland acknowledged concerns about biological research facilities in Ukraine falling into Russian hands.

“Ukraine has biological research facilities which, in fact, we are now quite concerned Russian troops, Russian forces may be seeking to gain control of,” Nuland testified before Congress.

“So we are working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach.”

The newly declassified intelligence suggests U.S. officials themselves recognized potential reputational risks surrounding the biological research partnerships.

The documents reveal that intelligence agencies were aware that Russian information operations frequently targeted facilities such as the Kharkiv laboratory, including allegations that the United States was conducting biological weapons research there.

U.S. Partners Included Fort Detrick and Metabiota

The documents also identify several American entities that collaborated with Ukraine under the Biological Threat Reduction Program.

Among them were the U.S. Army Medical Research Institute of Infectious Diseases at Fort Detrick and Metabiota, a former USAID contractor that has previously drawn scrutiny over biosafety concerns and its connections to research partnerships involving the Wuhan Institute of Virology.

Metabiota also attracted attention in previous congressional investigations because of its association with Rosemont Seneca Technology Partners, an investment firm linked to Hunter Biden.

The Trump administration shuttered USAID last year as part of broader government restructuring efforts.

In announcing the declassification, the Office of the Director of National Intelligence argued that information about the laboratories had been deliberately obscured from the public for years.

“The information surrounding the existence, history, locations and funding of these U.S.-funded biolabs has been intentionally covered up by powerful people falsely claiming that they do not exist and accusing anyone who says otherwise to be foreign assets and traitors to America,” the ODNI said in a statement.

The newly released documents are expected to fuel renewed debate over biological research oversight, gain-of-function experimentation, and the extent of U.S. involvement in overseas laboratory programs.
